The present invention relates to an apparatus for alluring and capturing marine herbivores. The apparatus is designed to implement a system which can capture the marine herbivores that negatively affect formation of sea forest and at the same time can form the sea forest. According to the present invention, the apparatus comprises an alluring part arranged to allure the marine herbivores and a capturing part which is joined with one side of the alluring part and captures the marine herbivores entering therein. On the capturing part, an approach passage to allow the marine herbivores to enter therein is formed. The approach passage is formed to be inclined and to be extended to a certain point in the middle of the capturing part.
