PROBLEM TO BE SOLVED: To provide a stepping disinfection mat which generates no substances harmful to a human body when being burned, restrains the energy consumption at the time of production by simplifying the production process, cuts down the production cost by improving the productivity of the products, has no danger of causing medical injury on the part of the skin without recognition even when a chemical liquid attaches to a part of the skin, shortens no life of an incinerator when burned and disposed, and facilitates the storage and management when not in use.SOLUTION: A three-dimensional mesh structure sheet is made to hold an organic acid which is solid at 5°C. A mat body is provided which is formed by clipping the solid organic acid at least in two or more of the three-dimensional mesh structure sheets. The three-dimensional mesh structure sheet or at least the side face and the lower face of the mat body is covered by a hydrophobic film. A water-absorbent resin is held either between the layers of at least two of the three-dimensional mesh structure sheets of the mat body, or at the three-dimensional mesh structure sheet.
