The invention achieves transdermal delivery of such peptides without the need for peptide modification, or for use of chemical or mechanical abrasion or disruption of skin. The invention describes nanoparticles that incorporate unmodified short peptides (2-30 amino acids long) that are biologically active agents in the skin (including epidermis and dermis), sub-cutaneous tissue (including adipose tissue), and contiguous muscles.
