The present invention relates to a device for sterilizing and charging a portable terminal using a photocatalyst. The present invention relates to technology in which a protection film mixed with the photocatalyst is attached to a liquid crystal display (LCD) screen of a smartphone and a structure of a charging device is improved to promote a chemical reaction of the photocatalyst with an ultraviolet ray while the smartphone is charged such that active sterilization of a surface of the LCD screen is additionally performed during a charging process and the abrasion level of a photocatalyst layer formed on a surface of the protection film is checked through the ultraviolet ray. According to the present invention, the ultraviolet ray is irradiated during the charging process such that a charging function and a sterilization function by the ultraviolet ray can be simultaneously provided and activation of the chemical reaction of the photocatalyst can be promoted in the protection film by the ultraviolet ray irradiated during charging, thereby maximizing a sterilization effect due to the ultraviolet ray and the photocatalyst during charging.
