The device (1) has an applicator element (9) for applying substances contained in a substance chamber to skin portions. A vibration element i.e. piezoelectric component, actuated by an energy storage is provided in a lower housing part (4), where vibrations of the vibration element are transmitted to an upper housing part (8) and the applicator element. An activator device is provided in the upper housing part for producing heat or coldness that is transmitted to the substance contained in the substance chamber.
