PROBLEM TO BE SOLVED: To provide a cosmetic or hair grower that does not decompose epidermal cell growth factor (EGF) and fibroblast growth factor (FGF) and contains a sialic acid having a low molecular weight.SOLUTION: The cosmetic or hair grower includes monomolecular and low-molecular type sialic acids and both of epidermal cell growth factor and/or fibroblast growth factor or a mixture of all of them.
