The present invention provides a cosmetic composition for skin care capable of removing sebum and black head which is manufactured by the following steps: mixing at least one among: Codonopsis lanceolata extract, Magnolia extract, Schisandra extract, Willow tree leaves and stem extract, Burdock root extract, small flowered chrysanthemum and leaves extract, Ling chiu mushrooms extract, and Oriental raisin tree extract, with a composition including 0.1-10 wt% of Hydrogenated Lecithin, 0.01-5 wt% of Phytosterol, 0.5-10 wt% of glycerin, 0.5-30 wt% of 1,3-butylene glycol, 0.5-10 wt% of dipropylene glycole,0.1-3 wt% of Phytantriol, and 0.01-5 wt% of Dipalmitoyl Hydroxyproline； processing the mixture into micro sizes； making into multi-nanocapsule vesicles which are formed with nano sized capsule vesicles. The present invention is proved to be the best cosmetic composition for removing sebum and black head. In addition, the present invention has pore shrinkage, stimulation reduction, moisturizing, wound healing, sebum control and antioxidant effects as synergy effects.본 발명은 산더덕추출물, 산목련추출물, 오미자열매추출물, 버드나무 잎과 줄기추출물, 우엉뿌리추출물, 소국화꽃과 잎추출물, 영지버섯 추출물, 헛개열매추출물들 중에서 적어도 하나를 수소첨가레시친을 0.1내지 10중량%와 피토스테롤이 0.01내지 5중량%, 글리세린이 0.5내지 10중량%, 1,3-부틸렌글라이콜이 0.5내지 30중량%, 디프로필렌글라이콜 0.5내지 10중량%, 피탄트리올0.1내지 3중량%, 디팔미토일하이드록시프롤린0.01내지 5중량%를 함유하는 조성물을 미세 크기로 처리하여 나노크기의 캡슐소포체로 만들어진 다중나노캡슐소포체에 나머지 조성성분으로서선택하여 배합한 블랙헤드 및 피지제거 효과를 갖는 피부케어용 화장료 조성물을 제공하는 것으로, 모공내부로 침투가 아주 용이하기 때문에 더 우수한 효과를 가지고 있으며, 피지분비조절작용, 축적된 피지의 제거효과 뿐만 아니라 블랙헤드를 용이하게 제거하는 가장 바람직한 화장료조성물임을 입증하게 되었다. 또한, 이에 수반되는 시너지 효과로써, 모공수축효과, 자극감소효과, 보습효과, 상처치유효과, 피지조절작용, 항산화효과를 갖는다.
