A cosmetic composition for swelling blackheads on the skin is provided to improve production of foams and removal of blackheads on the skin through swelling, and minimize the skin irritation caused by the conventional sheet type cosmetic composition by using the extracts of plants. A cosmetic composition for swelling blackheads on the skin comprises 30-70 wt.% of Gypsophila elegans root extract, 30-70 wt.% of Iris florentina extract and 0-40 wt.% of water, wherein the Gypsophila elegans root extract and Iris florentina extract contain saponin as a foam-generating material.
