PROBLEM TO BE SOLVED: To provide a transparent semi-solid external preparation having low stimulation for germicidal disinfection with good feeling of use.SOLUTION: The transparent semi-solid external preparation having low stimulation contains a solid medicament, 1, 3-butylene glycol and solely one species of a hydroxyalkylcellulose derivative selected from a group consisting of hydroxyethylcellulose and hydroxypropylmethylcellulose and no oily component and lower alcohol.
