The present invention provides a toilet seat device and a toilet device. The toilet seat device can suppress bacteria and pollution in not only a bowl unit of a toilet but, also, in a wide range of areas including a rim unit of the toilet and the toilet seat. Also, the toilet seat device can prevent a sanitizing agent from coming into contact with the skin of a user and can prevent the bacteria removing agent from being dropped out of the toilet. The toilet seat device includes: a toilet seat unit； a sanitizing device generating the sanitizing agent； a spraying device spraying mist of the bacterial removing agent toward the toilet； an air blowing device generating ascending air current by blowing the air toward the toilet； and a control device controlling the sanitizing device, the spraying device, and the air blowing device. The control device generates first mist of a particle diameter capable of ascending toward the toilet seat unit by a first ascending air current and second mist of the particle diameter which is larger than that of the first mist not to ascend toward the toilet seat unit by the first ascending air current, at the same time, when generating the first ascending air current in the toilet by the air blowing device.
