PROBLEM TO BE SOLVED: To provide a plasma sterilization water generation device generating plasma sterilization water with high sterilization effect.SOLUTION: A plasma sterilization water generation device includes: a decompression chamber 1; a box-shaped water tank 2 disposed inside the decompression chamber 1 and storing water to be treated; a pair of electrodes 3 disposed inside the decompression chamber 1; and an electric power source 5 applying AC voltage to the pair of electrodes 3. The pair of electrodes 3 includes: a flat plate-shaped electrode 3a provided so as to be positioned above a water surface of water to be treated stored in the water tank 2; a dielectric substance 4 provided on a lower surface side of the flat plate-shaped electrode 3a and facing the water surface of the water to be treated stored in the water tank 2 via space; and a grounding electrode 3b provided so as to be positioned in the water to be treated stored in the water tank 2.
