PROBLEM TO BE SOLVED: To provide a surface-treated powder having good adhesion and feeling to the skin and excellent washability, and a cosmetic containing it.SOLUTION: A surface-treated powder is characterized in that a pigment powder is surface-treated with a cationic organic compound. The cationic organic compound is preferably a cationic copolymer like vinylpyrrolidone/N,N-dimethylaminoethyl methacrylic acid copolymer diethyl sulfate salt or a cationic compound like ethylsulfuric acid lanolin fatty acid amide propylethyldimethylammonium. In addition, the surface-treated powder preferably has a zeta potential value in the range of +1 mV to +60 mV at the pH of the neutral region.
