A stable, tactile water-releasable sunscreen composition is provided which contains significant amounts of at least one fat-soluble active ingredient. The composition includes an aqueous phase containing at least one water-soluble constituent. The composition further comprises an oil phase containing a first emulsifier and a liquid organic lipophilic UV filter. The concentration of the liquid organic lipophilic UV filter is about 10% to about 25%. The composition includes a phase ratio of an aqueous phase to an oil phase of from about 1.0 to about 10.0.
