An object of the present invention is to provide a composition for external use which contains a heparin-like substance and has excellent formulation stability. The present invention has been completed by finding that the above problems can be solved by adding a placenta extract and an electrolyte to an external composition containing a heparin-like substance and water. That is, the present invention is an external composition comprising (1) (a) a heparin-like substance, (b) a placenta extract, (c) an inorganic electrolyte, and (d) water.
