PROBLEM TO BE SOLVED: To provide a sebum-resistant powder that can effectively prevent diffusion of sebum in skin, and cosmetics that contain the powder and are therefore good in cosmetic durability and use feeling.SOLUTION: A sebum-resistant powder is obtained by surface-treating particulate zinc oxide having a specific surface of 20-100 m2/g, with dimethyl polysiloxane having a kinematic viscosity at 25°C of 50-500 mm2/s, where an amount of the dimethyl polysiloxane being 2-10 wt.% relative to the particulate zinc oxide.
