A tooth whitening composition providing an improved whitening effect on teeth,the composition comprising an adhesive polymer, a tooth whitening activematerial,a material for promoting penetration of the tooth whitening active material, ahydrophobic surfactant, a stabilizer, an antioxidant, an antihypersensitiveagent,pyrophosphate and SiO2. The adhesive polymer is one or more selected fromthe group consisting of hydroxypropylmethylcellulose, hydroxyethylcellulose,polyvinyl alcohol, polyvinyl pyrrolidone, hydroxypropylcellulose, carbomer, acopolymer of methyl vinyl ether and maleic anhydride, and polyethylene oxide.The tooth whitening active material is one or more selected from the groupconsisting of peroxide, metal chlorite, perborate, percarbonate and peroxyacid.The material for promoting penetration of the tooth whitening active materialisa peptide having an arginine content of more than 80%.
