PROBLEM TO BE SOLVED: To provide a hair treatment method which suppresses hair damages and is excellent in permanent wave-forming performance.SOLUTION: The invention provides a hair treatment agent consisting of a first agent for permanent waves containing at least a reducing agent, and a second agent for permanent waves containing at least an oxidizing agent. The reducing agent treats the hair using the hair treatment agent which is a reducing agent causing conformation change of SS binding existing in the hair, in the relative humidity range of 80-100%, under vapor temperature of 20-60°C.
