PROBLEM TO BE SOLVED: To provide a powdery and granular matter-scattering device which includes a storage bag for storing a powdery and granular matter, a powdery and granular matter outlet, a tubular body, and a scattering nozzle, and which has the storage bag into which the powdery and granular matter stored in a package can be easily put, and which allows a user to easily scatter the matter.SOLUTION: A storage bag 2 is formed into a bag shape, has a belt 5, and is flexible, and an upper end of the storage bag is formed into an openable/closable opening part 23 using a string member 22. A tubular body 3 includes a flexible tubular part 31 in an upper part and a rigid tubular part 32 in a lower part. A scattering nozzle 4 includes: an oval flat plate 41 which forms a predetermined angle with respect to a tube core direction 33 of the tubular body 3 and a peripheral wall part 42 which rises upward from a peripheral edge of the flat plate 41. A front wall part 42a of the peripheral wall part 42 is provided with one or a plurality of scattering holes 43, and both side wall parts 42b each are provided with a plurality of the scattering holes 43.
