The purpose of the present invention is to provide a scalp cooling device that can conform to the shape of the head of a patient without having to introduce a liquid or gel or other material and without impeding heat transfer with the scalp, thereby improving heat transfer with the scalp. The scalp cooling device is placed over the head of a user, cools the scalp, and is provided with a cooling cap and an inner cap (17) placed inside the cooling cap. A coolant passage is formed inside the cooling cap, and the cooling cap cools the scalp by means of a coolant flowing through the coolant passage. The inner cap (17) includes a non-woven fabric layer formed using non-woven fabrics, and the non-woven fabric layer is a water-absorbing layer made of resin fiber materials with a high rate of water absorption.
