A toilet seat for cats according to the present invention comprises: a foot panel which is formed in the shape of a horizontal plate capable of being installed onto a toilet seat for humans, and has a panel opening in the center portion thereof a coupling part for rotatably connecting the foot panel to a seat shaft to which the toilet seat for humans is coupled a sand storage plate detachably coupled to the lower surface of the foot panel so as to cover the bottom of the panel opening, the sand storage plate comprising a through-hole in the center portion thereof and a shielding plate seated to cover the through-hole and a sand storage bucket which is formed to contain a predetermined amount of sand, and is detachably coupled to the bottom of the sand storage plate. The present invention enables cat excretions to be inserted into a toilet that is used by humans, thereby simplifying disposal of cat excretions.
