PROBLEM TO BE SOLVED: To provide a cosmetic used for eyelashes or eyebrows excellent in effects of clearing the cast of the eyes and the eyebrows by showing the eyelashes and eyebrows vividly in three-dimensionally to make each one of them conspicuously.SOLUTION: This cosmetic used for the eyelashes or eyebrows is obtained by blending (A) a compounded powdery material obtained by covering flake like substrates with black No.401 and (B) a covering film-forming component. As the black No.401 in the component (A), the black No.401 in a state of being fixed to hydrotalcite type stratified double hydroxide inorganic flake particles is preferable.
