PROBLEM TO BE SOLVED: To provide an inexpensive lighting device having a high irradiation efficiency, lightweight to be convenient to attach, and hard to damage, and to provide a lighting system using the lighting device. SOLUTION: This lighting device 200 has a fluorescent tube 210 and a cover 100 covering the fluorescent tube 210. The cover 100 includes a base material 110 having at least light transmission properties, and a light reflection layer 120 provided on the outer surface of the base material 110, and reflecting light emitted from the fluorescent tube 210 and penetrating the base material 110.
