An oil-in-water composition of the present invention comprises component (A): 0.1 mass% to 5 mass% of a hydrophilic nonionic surfactant, component (B): greater than 0.02 mass% and less than 0.5 mass% of an anionic surfactant, component (C): 0.5 mass% to 6 mass% of a higher alcohol, and component (D): 2 mmol/ 100 g to 30 mmol/ 100 g of an organic acid and/ or its salt and/ or derivative.
