To release marine animals into the water at a predetermined depth of the water without damaging the marine animals, and disperse marine plants in the water at a predetermined place of a predetermined depth of the water.SOLUTION: A container 10 includes a containing part 11 having a hollow part 11b and an opening part 11c, and a lid part 12 being covered on the opening part 11c and closing the opening part 11c. The container is fixed and mounted to a hanging member 2 drooping to the water. An elastic string member 23 is engaged with a lid part 12 and presses the lid part 12 to the opening part 11c and fixes it while the tension is generated. The elastic string member 23 turned by forming a stick shape and being in a state of generating the tension is hooked. Also, a turning member 21a and a turning member 21a where the elastic string member 23 comes off while the turning is permitted are made to come down to the water with a turning control unit 22 moving along the hanging member 2 from a holding position to a releasing position. The turning control unit 22 is made to move along the hanging member 2 in the water.SELECTED DRAWING: Figure 1【課題】水産動物を傷つけることなく所定の水深に於いて水産動物を水中へと放流したり、所定の水深の所定の場所に於いて水産植物を水中で撒布したりすることができるようにする。【解決手段】中空部１１ｂ及び開放部１１ｃを有する収容部１１と開放部１１ｃに宛がわれて開放部１１ｃを塞ぐ蓋部１２とを備える容器１０を、水中へと垂下する吊下げ部材２に固定して取り付け、蓋部１２と係合すると共に張力が発生している状態では蓋部１２を開放部１１ｃへと押し当てて固定する弾性紐部材２３，棒状をなして回動すると共に張力が発生している状態の弾性紐部材２３が引っ掛けられ且つ回動が許容される状態では弾性紐部材２３が外れる回動部材２１ａ，及び回動部材２１ａを保持する位置から解放する位置へと吊下げ部材２に沿って移動する回動制御部２２と共に水中へと下降させ、水中に於いて回動制御部２２を吊下げ部材２に沿って移動させるようにした。【選択図】図１
