PROBLEM TO BE SOLVED: To provide a pulse discriminating apparatus and an electrocardiogram analyzing apparatus for discriminating a working pulse and a noise pulse contained in an electric signal from a living body with high accuracy. A pulse discriminating device (2a) for receiving an electric signal from a living body, in which a working pulse propagates at a predetermined time interval, and discriminating a working pulse and a noise pulse included in the electric signal. A pulse detection unit 9 that sequentially detects electric pulses included in the electric signal based on a change in signal intensity, and a predetermined interval based on a detection interval of the electric pulses detected by the pulse detection unit 9 and a predetermined time interval. The pulse discriminating unit 10 discriminates the electric pulse detected by the pulse detecting unit 9 into either an action pulse or a noise pulse based on the pulse time.
