The subject of this invention is to provide an oil-in-water emulsified cosmetic material, wherein the oil phase is to be formulated with a highly formulated UV absorber and a UV scattering agent to achieve a high sun protection factor (SPF), meanwhile, a unique tender tactile feeling is produced when applying the disclosed on skin. The oil-in-water emulsified cosmetic material of this invention is characterized by: comprising (A) 0.05-1 mass% of hydrophobic modified alkyl cellulose, (B) 5-40 mass% of oil, (C) 2.5-30 mass% of UV scattering agent with hydrophobic surface, and (D) aqueous phase tackifier with lower salt tolerance, wherein (C) UV scattering agent is dispersed in the oil phase.本發明之課題在於提供一種水中油型乳化化妝料,其於油相中高調配紫外線吸收劑及紫外線散射劑,達成高SPF(Sun Protection Factor,防曬係數),同時於塗佈於皮膚時具有獨特之嬌嫩之使用觸感。本發明之水中油型乳化化妝料之特徵在於:其含有(A)0.05~1質量%之疏水改性烷基纖維素、(B)5~40質量%之油分、(C)2.5~30質量%之具有疏水性表面之紫外線散射劑、及(D)耐鹽性較低之水相增黏劑,且上述(C)紫外線散射劑分散於油相中。
