SOLUTION: A pulsimeter accepts an input image which has been taken in such a way that a users finger has been put ON a lens for a camera, calculates average brightness from a sum of brightness components in the accepted input image from the average brightness in a plurality of calculated frames, calculates a maximum value and/or a minimum value in a waveform over the plurality of frames, thereby detecting a peak interval of a pulse wave, calculating a pulse rate from the detected peak interval and determining a frame rate so that an estimate maximum difference between the calculated pulse rate and a true pulse rate may be a prescribed value or less and applies the determined frame rate to the camera.
