The present invention relates to a colloidal composition for promoting hair growth and a manufacturing method thereof. The colloidal composition for promoting hair growth comprises a first mixture including 10 to 20 parts by weight of palm oil and 3 to 8 parts by weight of rice bran oil or soy oil 1 to 5 parts by weight of an additive, which is additionally mixed with the mixture, including 2-methyl-4-dimethylaminomethyl-5-hydroxybenzimidazol or a hydrochloride thereof as a main component a second mixture, which is mixed with the mixture and the additive, including 10 to 30 parts by weight of an organic solvent, 8 to 15 parts by weight of a saponifying agent, 5 to 15 parts by weight of a surfactant and 5 to 15 parts by weight of an emulsifying agent and 2 to 10 parts by weight of tocopherol mixed with the mixture, the additive and the additional mixture and stirred.
