Thus, only the supernatant not having foreign materials and harmful organisms included in the seawater collected from the sea is selected and supplied as breeding water, and the breeding water flows into the spat breeding water tank while forming vortexes and upwelling currents similar to a natural state in the whole inside of the water tank, so the spats are scattered and circulated without being stacked or stuck.
