A safety catheter system that provides access to a biological site, the system comprising: a catheter (36) defining a lumen and having a first end for insertion into the biological site and a second end and a connector (38) for controlling the flow of fluid through the catheter lumen (36), the connector (38) has an internal fluid passageway by which fluid may flow through the connector (38), the connector (38) comprising: a housing (73) having a first step adapter and a second adapter step, the first step adapter adapted to receive a blunt (62) cannula and the second step adapter connected to the second end of the catheter (36) wherein the connector further comprises: a movable member (80) positioned within the housing (73), the movable element (80) has a first position in the housing (73) in which the movable element (80) blocks the flow of fluid through the housing (73) and a second position at a different location within the housing (73) in which the movable member (80) allows fluid flow through the housing (73) the movable member (80) comprises a head (88) defining an open bore naturally (92) forming a part of the fluid passageway through the connector (38), the head (88) is configured so that when the movable member (80) is in the second position, the hole (92) opens thereby allowing fluid flow through the connector (38), the head (88) further configured so that when the movable element ( 80) is in the first position the hole (92) is moved to a closed configuration preventing fluid flow The system further comprising: a racking mechanism (34) comprising: Rome (62) cannula adapted for insertion through the first step adapter housing (73) and to contact the head (88) of the movable element ( 80) to move the movable member (80) to the second position in which the hole (92) is open, blunt (62) cannula also adapted to slide within the open bore (92) of the head (88) of the movable element (80) and a needle (50) having a sharp tip, the needle (50) slidably coupled wit
