PROBLEM TO BE SOLVED: To provide a production method of rice flour capable of producing high-quality rice flour, that has an average particle diameter of 20 &mum or less and a starch damage degree of 5% or less and is suitable for a food application in particular, by one time grinding, and the rice flour produced by the production method, and a rice flour processed food obtained by processing the rice flour produced by the production method.SOLUTION: The production method includes: immersing rice in water or an aqueous solution that contains an enzyme or an aqueous solution that contains an organic acid salt or an aqueous solution that contains the enzyme and the organic acid salt processing it with a hydrostatic pressure of 1 MPa or more and grinding the pressure-processed rice to obtain powder that has the average particle diameter of 20 &mum or less and the starch damage degree of 5% or less without classifying.
