PROBLEM TO BE SOLVED: To provide cationic oil-in-water emulsions.SOLUTION: The invention generally relates to a cationic oil-in-water emulsion containing a high concentration of a cationic lipid with a determined ratio of oil:lipid. The cationic lipid interacts with negatively charged molecules thereby anchoring the molecules to the emulsion particles. The cationic emulsion described herein is useful for delivering negatively charged molecules such as nucleic acid molecules to cells, and formulating nucleic acid based vaccines.
