The present invention relates to a composition for skin external application having anti-inflammatory, skin-astriction, and anti-aging effects containing Artemisia annua L. plant cell culture extract, and a method for preparing the same and, more specifically, to a composition for skin external application having anti-inflammatory, skin-astriction, and anti-aging effects containing a plant cell culture or an adventitious root culture, derived from Artemisia annua L. plant body which is one of rare plant species, or an extract thereof, and to a method for preparing the same. According to the present invention, the composition for skin external application containing a plant cell or adventitious root culture, or an extract thereof has no toxicity to skin cells and provides anti-aging effects including skin astriction, whitening, anti-inflammation, and wound healing, and the like.본 발명은 잔잎쑥(Artemisiaannua L.) 식물 세포 배양 추출물을 함유한 항염, 수렴효과 및 항노화 효과를 지닌 피부 외용제 조성물 및 그 제조방법에 관한 것으로, 더욱 상세하게는 희귀식물인 잔잎쑥 식물체로부터 유도된 식물 세포 배양물, 부정근 배양물 또는 그 추출물을 함유한 항염, 피부 수렴, 항노화 피부 외용제 조성물 및 그 제조방법에 관한 것이다.본 발명에 따른 잔잎쑥 식물 세포 또는 부정근 배양물 또는 그 추출물을 함유한 피부 외용제 조성물은 피부 세포에 독성이 없으면서도 피부 수렴, 미백, 항염, 창상 치유를 비롯한 항노화 효능 등을 가지고 있다.
