PROBLEM TO BE SOLVED: To prevent fluff and tears of an exterior sheet caused by peeling the hook material of a fastening tape unintentionally stuck to the surface of the exterior sheet, when changing diapers.SOLUTION: An exterior sheet 12 for covering an outer surface is constituted of a short fiber nonwoven fabric with a basis weight 15 to 50 g/m2, a thickness 0.5 to 3.0 mm, a fineness 1 to 5 dtex and fiber length 1 to 51 mm.
