PROBLEM TO BE SOLVED: To prevent fluff and tears of an exterior sheet caused by peeling a hook material of a fastening tape automatically stuck to the surface of the exterior sheet when changing diapers.SOLUTION: The exterior sheet 12 for covering an outer surface is constituted of a short fiber nonwoven fabric whose basis weight is 15 to 50 g/m, thickness is 0.5 to 3.0 mm, fineness is 1 to 5 dtex and fiber length is 1 to 51 mm. Also, on an outer surface other than a locking area in the exterior sheet 12, many linear or point-like embossed recesses 14 are formed, thereby many projections 15 projected relative to the embossed recesses 14 are formed.
