The present invention relates to a tissue regenerating artificial structure. More specifically, the present invention relates to a tissue regenerating artificial structure having improved strength, biodegradable properties, and high cell survival rates, and to a method for producing the same, wherein the artificial structure includes a dissolved polymer fiber layer, a collagen coating layer, and a three-dimensional cell carrier. The artificial structure of the present invention has pores having large sizes, and connectivity between the pores is 100%, so oxygen and nutrients needed in making cells survive and grow are actively supplied and cell survival rates are very excellent. Moreover, the polymer fiber layer of the artificial structure has effects in improving strength of the artificial structure and blocking contaminants which may be fed from the outside. Also, various kinds of tissue can be restored through cells and collagens of the artificial structure, and an artificial structure remaining in an organism is naturally decomposed in cells after a particular period of time, so only regenerated tissue exists.
