A method of obtaining a water-in-solvent emulsion, comprising the following steps: a. dissolving the tetrafluoroethylene copolymer in a water-miscible organic solvent b. providing the aqueous phase c. dissolving an agent containing one of a water soluble agent and a hydrophobic agent; and d. combining a tetrafluoroethylene copolymer with a dissolved agent so that the emulsion is kinetically stable. 2. The method of claim 1, wherein said agent is a therapeutic agent. A method according to claim 1, characterized in that said agent is an inclusion complex containing a hydrophobic agent and a hydrophilic complexing agent. A method according to claim 1, characterized in that said agent is a water-soluble agent that is dissolved in the aqueous phase. A method of coating a substrate containing a water-in-solvent emulsion, comprising the steps of: a. providing a water-in-solvent emulsion containing a tetrafluoroethylene copolymer, a solvent phase containing a water-miscible organic solvent, an agent containing one of a water-soluble agent and a hydrophobic agent, an aqueous phase where said emulsion is kinetically stable; b. applying a water-in-solvent emulsion to a substrate; c. solvent and water removal. 6. The method of claim 5, wherein said agent is an inclusion complex comprising a hydrophobic agent and a hydrophilic complexing agent.
