PROBLEM TO BE SOLVED: To realize a system performing efficient empowerments considering interactive parameters of a plurality of attributes that evaluate the effectiveness of the empowerments.SOLUTION: Disclosed is a system performing empowerments by outputting interactive information to users, and the system comprises a processor, a memory, a calculator including interfaces, and a measurement device measuring a plurality of types of signals.
