The present invention relates to a method for mounting a lower floor panel at a low position of a vehicle for the disabled, by adjusting positions where a rear lower arm, rear upper arm, and buffer spring that form a rear suspension are mounted without changing their configurations and shapes, thereby allowing a disabled person to conveniently and safely use the vehicle even on a common or electric wheelchair since the original configuration of the vehicle is not changed. Particularly, according to the method, when manufacturing a lower floor panel, a bump is formed on a border where a flat accommodation space adjoins an inclined surface on which a common or electric wheelchair travels, to allow the front wheels of a common or electric wheelchair to climb the bump to prevent the front wheels from being slid backward and to prevent the head of a person on the common or electric wheelchair from hitting the head lining by leaning the person forward to widen the distance between his/her head and the head lining.본 발명은 로어 플로어 패널을 낮게 설치하면서도 원래 리어 서스펜션을 구성하는 리어 로어 암, 리어 어퍼 암, 그리고 완충 스프링 등의 형상과 모양을 변경하지 않고 장착 위치를 변경하여 복지차량의 구조 변경이 이루어지게 구성함으로써, 로어 플로어 패널을 낮게 구성하여 휠체어나 전동휠체어를 탄 상태로도 편리하게 이용할 수 있을 뿐만 아니라 복지차량의 구성을 그대로 사용하므로 안전성을 해치지 않으면서도 안전하고 편리하게 사용할 수 있게 한다. 특히, 본 발명은 로어 플로어 패널을 제작할 때 평편한 수용공간과 휠체어나 전동휠체어가 등판하는 사면이 접하는 테두리에 턱을 형성하고, 이 턱을 휠체어나 전동 휠체어의 앞바퀴가 타고 넘어가게 구성함으로써, 앞바퀴가 뒤로 미끄러지는 것을 방지할 뿐만 아니라 휠체어나 전동휠체어에 앉은 사람이 앞으로 기울어지게 하여 헤드 라이닝과의 간격을 넓혀 머리가 부딪치는 것을 방지할 수 있게 한다.
