PROBLEM TO BE SOLVED: To provide a plant culture device which can be set on the rooftop of a building, a roof, or the like, can eliminate a complicated planting work at a site for setting the device, and can complete a prescribed planting work, simultaneously when the device is set. SOLUTION: This plant culture device is provided with a water-retaining, supplying and draining means comprising a drain plate in which plural water- retaining portions 1 and plural water-draining portions 2 are integrally formed, and with a seedling-raising pan P which has a plant-culturing layer and is set on the water-retaining, supplying and draining means. The seedling-raising pan P comprises a dish-like member having penetrated small holes for air ventilation and irrigation, and the plants grow in the seedling-raising pan P under an environment having good growth conditions. For example, when the roots of the plants are settled in soil in the seedling-raising pan, the seedling-raising pan P is attached to the water-retaining, supplying and draining means to form the plant culture device.
