The present invention provides a pet rotary disc for freely sliding and rotating in a fixed manner, which comprises a disc body, a plurality of universal moving bases, a pet fastening apparatus, and a rotating pivot base. In which, the plurality of universal moving bases are disposed under the disc body to provide the disc body with the degree of freedom for moving horizontally. The pet fastening apparatus is disposed on the disc for fastening a pet. The rotating pivot base has a displacement limiting bump which has a cavity for engaging with the universal moving bases. Thus, the disc body can be carried by the plurality of universal moving bases to achieve the degree of freedom for moving horizontally, or the user may dispose the rotating pivot base at a predetermined position to engage any one of the plurality of universal moving bases within the cavity, such that the disc body may be rotated having the cavity as the center for rotating in a fixed manner.
