Implants can be used as flow diverters to treat aneurysms. The implant may include a stabilizing frame for immobilizing the implant, and an occluding element for diverting blood flow from the aneurysm neck. The stabilizing frame can have two parts, a first part sized to be secured within the sac of the aneurysm, and an outer part sized to be secured to an area of the vascular wall adjacent the aneurysm neck. The occluding element is attached to the inner frame and can be positioned to occlude the aneurysm neck.
