PROBLEM TO BE SOLVED: To obtain a seedling-raising container having a specific first face and second face, a specific value or more of penetration resistance and void fraction between the fibers in a specific range, and allowing the root to penetrate neither too much nor too little. SOLUTION: This composite non-woven fabric 8 has a first face 3 with the constituent fibers not adhered to each other, second face 4 with the constituent fibers adhered to each other, penetration resistance of 1 Kg or more, and void fraction of 70 to 95% between the fibers.
