PROBLEM TO BE SOLVED: To provide a consciousness deterioration determining device capable of highly accurately determining an inattentive state of a driver by highly accurately determining an excessive steering state without identifying a stability factor.SOLUTION: The consciousness deterioration determining device obtains a vehicle speed V and a yaw rate φ as vehicle information, and a curve curvature ρ as road information (step S1), calculates a yaw rate φr=Vρ necessary for driving on a curve (step S2), and subtracts a necessary turning yaw rate φr from the actual yaw rate φ to obtain φ-φr as a relative yaw rate φn (step S3).
