The present invention relates to a whitening agent and a hair growth comprising a compound having a specific structure that is highly soluble in water and capable of releasing 2,3-dimethoxy-5-methyl-1,4-dihydroxybenzene (reduced form). An object is to provide a skin external preparation such as an accelerator. The skin external preparation of the present invention is characterized by containing a 2,3-dimethoxy-5-methyl-1,4-dihydroxybenzenecarboxylic acid ester derivative represented by the following general formula (I) or a salt thereof.
