Disclosed is a new technology to enable a substance which cannot be applied in a wavelength range preferred for photodynamic therapy to be applied in the same wavelength range.  Provided is a lipid membrane containing a photosensitive substance as a donor molecule and a photoactivated substance as an acceptor molecule. Also provided is a cell proliferation inhibitor and a photodynamic therapeutic agent containing this lipid membrane.
