PROBLEM TO BE SOLVED: To provide a cleaning device capable of producing a liquid containing ozone while suppressing generation of NOx.SOLUTION: The cleaning device comprises a tubular first pipe, a second pipe provided so as to surround the first pipe, a wall body provided so as to surround the second pipe, a gas for discharge filled in a space between the first pipe and the second pipe, a first flow path provided inside the first pipe, a second flow path provided between the second pipe and the wall body, and a merging part where one end part of the first flow path and one end part of the second flow path are communicated with each other.
