The device has an electrochemical cell made of noble metal, and hollow spaces (14) containing fluid active substance, where the device contains water and reducing agent (10) i.e. metallic surface, which are made to be in communication such that a chemical reaction of the water and the reducing agent produces gas i.e. hydrogen, in the device. The gas effectively communicates with the fluid active substance such that gas pressure presses the fluid active substance out of an opening of the hollow spaces out of the device. An independent claim is also included for a method for releasing a fluid active substance.
