The construction element has a lower base plate, which is embodied as an insulating board, and an upper vegetation layer with shorter and/or taller plants. A plant adhesive layer is arranged between the insulating board and the vegetation layer. A layer of a material that renders possible plant growth for shorter and/or taller plants is adhered on the adhesive layer. The adhesive layer is embodied in a non-vapor retardant manner so that it is permeable for water vapor.
