PROBLEM TO BE SOLVED: To provide a surface layer suction leaching device for removing a large amount of salts by a small amount of water, from salts-accumulated soil, without letting salts accumulated on a soil surface layer flow into lower layer soil, or collecting soil in place, free from the need of troublesome regenerative work, and removing salts inexpensively, and to provide a method for suction leaching a surface layer.SOLUTION: A surface layer suction leaching device cover 10 can be firmly attached to a soil surface accumulated with salts, by inserting the pointed lower end of the cylinder 11 of the surface layer suction leaching device cover 10 into the soil 51. A water supply tank 21 supplies water to the surface layer suction leaching device cover 10 through a water hole 121, and supplied water becomes soil water in which salts in soil 51 in the surface layer suction leaching device cover 10 are dissolved.
